- We open the ordinance, the adopted code, or the health-department PDF. A homepage is not a source.
- The first draft quotes or paraphrases that document and dates the day we read it. October 8, 2026 is the read date on the notes now live.
- We ask the swap test. If Aurora’s sentence is also true in Naperville, we say so, and we keep Aurora only for the sentence Naperville does not share.
- We re-read when the ordinance moves. A 2012 construction guide that is still posted gets its age said out loud.
Drafting assistance included software. A person still had to open the PDFs and throw out section numbers that did not say what a first pass claimed. If you want the human step in one line: we do not ship a fee we did not see on a table. Write corrections when we miss.
