Aurora: interlock the oven hood before it steals the room
You are about to balance a bakery where the oven hood can yank the packaging room negative and drag yeast, heat, and combustion products into the pack-off. People ask for “Aurora’s bakery interlock amendment.” The city code does not contain that sentence.
Aurora City Code chapter 22, article VIII, adopts the International Mechanical Code and then lists the city’s own mechanical edits. Those edits cover hemp and marijuana ventilation (sections 22-279.1 and 22-279.2), expansive-soil duct connections (22-280), and noise-impact district equipment (22-433 and 22-434). They do not add a packaging-room interlock for ovens. The interlock you actually owe is the model code the city adopted.
IMC section 508.1 says makeup air is supplied while a commercial kitchen exhaust system runs, the amount from all sources is about equal to the exhaust, and mechanical makeup air starts and operates with the exhaust. We read that section on the ICC commentary page and the Aurora chapter index on October 8, 2026. Naperville’s IMC adoption carries the same 508.1 idea. Aurora is a separate URL because its local amendment list is a different document, and because managers keep buying a “city interlock” the clerk cannot show you.
- The hood-to-makeup interlock is IMC 508.1, which Aurora adopted. It is not a one-off bakery ordinance.
- Aurora’s written local mechanical edits are about hemp ventilation and the airport noise districts, not a cleanroom cascade.
- A 2025 council file still described the city as working from the 2015 I-codes while it considered the 2024 series. Confirm the edition on your permit set. Do not assume a year we did not see adopted.

What the rule says here
Read IMC 508.1 on makeup air next to the Aurora chapter 22 index. The index is where you see article VIII and the local section titles. If your oven hood can run while the packaging-room makeup unit is off, you are off 508.1, whether or not a plan reviewer used the word “cleanroom.”
Section 22-433 applies to structures in the noise impact district and the secondary noise impact district. It requires forced air and sends kitchen exhaust through a path that section 22-434 draws with acoustical baffles. That text is about combustion air, fireplaces, and hoods near the airport, not about laminar airflow over a roll line. If your bakery is outside those districts, do not cite 22-433 as the reason the pack room went negative.
21 CFR 117.20 still bars fans that blow contamination onto food. The ICC note on makeup air explains section 508. It is commentary, not Aurora law.
If you skip it
Skip the interlock and the hood becomes a vacuum cleaner for the nearest room. On a bakery that room is often the place you just tried to hold cleaner than the oven. Combustion products and airborne yeast do not need a city fine to ruin a pack. They need a pressure mistake.
USDA is the wrong badge if you bake bread and you are not under federal meat or poultry inspection. Do not spend the diagnostic pretending FSIS will suspend a bakery grant you do not have. The failure mode is spoiled product, a failed customer audit, and a mechanical-code correction when you pull a permit to fix the hood. The code does not print a spoilage penalty.

Stand at the oven and start only the hood. Watch the packaging-room pressure. If it falls, the interlock is missing or the makeup unit is undersized.
Ask which IMC edition is on the permit. A 2025 council file said the city was still on the 2015 series while considering 2024.
Do not specify “Aurora bakery amendment” on a purchase order. Specify IMC 508.1 simultaneous operation.
If the site is inside the noise impact district, read 22-433 and 22-434 before you punch a new exhaust through the roof.
Keep yeast-sensitive packaging on the clean side of the hood, not on the suction side.
Use the Elgin condensate note only for the drain. It will not fix a negative pack room.
Fee or timeline in the document
We did not find a published Aurora mechanical plan-review fee of $250 for bakery hoods. Chapter 22’s index does not print that number, and we will not repeat it. The fee schedule is a separate document. Ask building services for the current mechanical review fee and write that number down. Until you have it, the honest cell in the budget is “verify — no fee copied here.”
The council file that proposed the 2024 I-codes is legistar item 25-0321. It explains why the city was moving off the 2015 series. It is not a fee table, and it is not proof the 2024 book is the one on your set of drawings. Check the stamp.
Questions people type
Start with the hood and the makeup unit as one system. IMC 508.1, adopted in Aurora chapter 22, wants the makeup air about equal to the exhaust and mechanically started with the exhaust. Then read the packaging room. If that room goes negative when the oven fires, the balance is wrong even if the kitchen feels fine.
Keep the pack room from becoming the makeup path for the hood. Yeast rides air. A door crack into a depressurized pack-off is enough. The city will not give you a spore limit. 21 CFR 117.20 is the federal line about fans and contamination. The local line is the mechanical code you were permitted under.
Chapter 22, article VIII. The adopted code is section 22-276. The local edits you can name from the index are 22-279.1, 22-279.2, 22-280, 22-433, and 22-434. None of those titles is a bakery cleanroom interlock. If a vendor cites a PDF of “amendments” that adds one, ask them for the ordinance number.
A plume wrecks a packaging room when the hood fails to capture it or the room is pulled negative and the plume leaks sideways. Laminar flow over a filler is a design choice, not an Aurora ordinance. Fix capture and the interlock first. Then decide whether the pack-off even needs laminar supply. Most bread lines do not.
